INTRODUCTION TO DRAFTING
INTRODUCTION TO COMPUTER AIDED DRAFTING (CAD)
In accordance with the definition of an articulation agreement found in the Carl D. Perkins Career and Technical Education Improvement Act of 2006, this state level articulation agreement has been established between all Massachusetts community colleges and all high schools with Chapter 74 approved Secondary Career/Vocational Technical Programs in Drafting to provide students with a non-duplicative sequence of progressive achievement leading to technical skill proficiency, a credential, a certificate, or a degree linked through this credit transfer agreement
The principles, policies and guidelines in this transfer agreement shall apply uniformly to all students attempting to transfer credits earned in Massachusetts Secondary CVTE programs.
SECTION I: ADMISSION CRITERIA AND PROCEDURES
1. Students eligible for transfer credit are subject to the same application and admission requirements as native students. The graduation requirements will be no different from the graduation requirements for native students, including the minimum number of semester hours required for graduation
2. The minimum high school grade point average (GPA) of 2.0 and an average grade of B (3.0 GPA) earned in the courses that comprise the Chapter 74 approved vocational technical
program listed above.
TREATMENT OF CREDITS EARNED IN A MASSACHUSETTS CHAPTER 74
APPROVED SECONDARY CAREER/VOCATIONAL TECHNICAL PROGRAM
Massachusetts students who have completed the Chapter 74 approved secondary career/vocational technical programs covered by this agreement shall provide evidence (transcript) that he/she earned a 3.0 GPA in the courses that will be awarded advanced credit at all fifteen Massachusetts Community Colleges.
STUDENTS TAKE NOTICE (CHECK IT OUT!):
- Students receiving articulated credits are strongly advised to review all enrollment, transfer, and graduation requirements for four-year post-secondary schools when making plans to apply to any Massachusetts Community College
B. The transferability of associate degree credit to a baccalaureate program is determined by each four year institution and cannot be guaranteed.
SECTION II: AWARDING OF CREDIT (DEFINE THE PROCESS IN DETAIL PRIOR TO THE FINAL DRAFT)
1. The Community College must place the credit on the student’s college transcript prior to the end of the first semester. The posting will be within 60 days of receiving the student’s high school transcript, but no later than 30 days after the semester add-drop deadline.
2. The credit shall not be held in escrow or be dependent upon the results of the college placement test results, require prerequisites, etc.
3. The transfer credit will appear as “P” (passing) on the transcript.
4. The student will be awarded up to 4 credits or the number of credits (3 or 4 credits) that will allow the student to move to the next class level without penalty. The intent of this section is to award the student with the appropriate number of credits so that he/she will be in sync with the native student who attends the Community College and who has completed the introductory class.
SECONDARY SCHOOL ELIGIBILITY FOR ADVANCED CREDIT
The Massachusetts Community Colleges will honor this written commitment for two years after the student’s date of high school graduation. In cases where a student’s graduation exceeds 2 years, the colleges will determine eligibility on a case by case basis.
This transfer credit is guaranteed under the condition that High Schools with Chapter 74 approved secondary career/vocational technical schools maintains:
1) Current accreditation by the Commission on Public Secondary Schools of the New England Association of Schools and colleges; and
2) Current approval by the Massachusetts Department of Elementary and Secondary Education pursuant to Massachusetts General Law Chapter 74 and the Vocation Technical Education Regulations
SECTION III: APPEAL PROCESS
Matriculated students have the right to petition the college responsible for certifying credit (e.g. college transfer coordinator or other person/s) if credit is not awarded under this agreement. The college must place the credit on the student’s college transcript prior to the end of the first semester – within 60 days of receiving the student’s high school transcript but no later than 30 days after the add-drop deadline.
SECTION IV: GENERAL CONDITIONS OF THIS AGREEMENT
1. Initially, this agreement has attached a list of the community colleges president’s (or designee) signature, the president of the Board of higher education and the Massachusetts Department of Secondary and Elementary Director of Career and Vocational Technical Education.
2. In following years this agreement will be considered renewed by attaching a page with the signature of the President of the Board of Higher Education and the Massachusetts Department of Elementary and Secondary Director of Career and Vocational Technical Education Programs.
3. Renewal will be every 3-5 years or sooner if a substantial frameworks change takes affect.
4. Disagreements of course content or appropriate program titles, course content, competencies, etc. will be resolved/determined by the Massachusetts Department of Secondary and Elementary Director of Career and Vocational Technical Education, State DESE director and the President of the Board of Higher Education with the input of the individual secondary school/s and community college president or designee.
5. Issues of disagreement may be sent by email to the Massachusetts Director of Career and Vocational Technical Education (CVTE)
SECTION V: FAIR NOTICE OF SUBSTANTIAL CHANGE (change exceeds a 20%)
1. There will be a “fair” warning (24 months) time period for changes that would deny any student credits agreed upon under this agreement.
2. The “fair” warning period will be effective for 24 months from the date this agreement is fully implemented.
3. A fair notice period will provide confidence to students and parents that the agreement will be in effect when the student graduates from high school.
SECTION VI: COLLEGES ARE ENCOURAGED TO DEVELOP ARTICULATION
1. Individual colleges are encouraged to continue the practice of developing individual articulation agreements in a variety of classes/programs.
2. Colleges are encouraged to consider adopting this agreement to apply to secondary non-chapter 74 programs where appropriate.
3. Community College personnel continue to have the discretion/authority to award advanced credit in cases not specifically covered by this agreement. An example (but not limited to) students in worthy secondary non-chapter 74 approved programs; in cases where a word or course title or program title changes, etc.
4. Class title changes alone will not impact this agreement because the agreement is based upon student achievement of skills.
